Building Trust Through Dialogue Across Divides
KCA’s work is organized around three mutually reinforcing areas of engagement:
Support to
Euro-Atlantic Integration
KCA’s commitment to Kosovo’s Euro-Atlantic future provides the overarching framework for its activities. The coalition seeks to make a practical contribution to Kosovo’s progress toward European and transatlantic institutions through dialogue, policy development, advocacy, and public engagement.
A central component of this work is engagement with Kosovo’s political spectrum and key stakeholders to strengthen cross-party commitment to European integration. Through its flagship Dinner Talks platform, KCA brings together representatives of government, opposition parties, civil society, and the international community to encourage constructive dialogue, reduce political polarization, and build consensus around Kosovo’s strategic priorities. The coalition advocates for broad political ownership of reforms required for European integration and supports efforts to transform these commitments into tangible progress.
KCA also provides policy advice and analysis to the European Union, EU Member States, and other international partners. Through policy briefs, expert consultations, and direct briefings for diplomatic missions and visiting delegations, the coalition contributes local perspectives and evidence-based recommendations on developments in Kosovo and the region. This engagement is further strengthened through regular exchanges with policymakers and stakeholders in Brussels and other European capitals.
The coalition works closely with the wider civil society sector in Kosovo to develop joint advocacy initiatives and strengthen public support for European integration. KCA is an active participant in major policy and civic forums, including the Kosovo Peace and Democracy Summit, where it facilitates dialogue among political leaders, civil society representatives, and international partners.
Public communication and media engagement are another important aspect of KCA’s work. Coalition members regularly engage with journalists, editors, and media outlets to promote fact-based discussion on issues related to European integration, democratic governance, and regional cooperation. KCA members have also conducted extensive research on disinformation, information manipulation, and foreign malign influence, translating these findings into practical policy recommendations and advocacy initiatives.
Support to
Kosovo–Serbia Normalization
KCA is actively engaged in supporting both the EU-facilitated Dialogue between Kosovo and Serbia and the broader process of normalization between their societies. The coalition views normalization as an essential component of Kosovo’s European future and works to strengthen both political commitment and public understanding of the process.
Through research, policy analysis, and grassroots consultations, KCA examines key issues related to the Dialogue and provides recommendations to relevant stakeholders. Coalition members have worked on a wide range of topics, including the Association/Community of Serb-majority Municipalities, missing persons, cultural heritage, the dinar issue, energy, recognition of professional qualifications, implementation of agreements, and broader regional cooperation within the Western Balkans.
A distinctive feature of KCA’s work is its direct engagement with communities affected by Dialogue agreements and normalization-related developments. Through its member organizations and networks, the coalition maintains close links with women’s groups, youth organizations, environmental initiatives, local activists, and community representatives across Kosovo. These relationships help ensure that policy recommendations are informed by realities on the ground and that citizens have access to accurate information regarding the implementation of agreements and institutional processes.
KCA also works to bridge communication gaps between communities and institutions by providing information, facilitating dialogue, and supporting practical solutions to challenges arising from implementation processes. In addition, the coalition cooperates closely with like-minded organizations in Serbia, undertaking joint research, advocacy, and public engagement initiatives aimed at strengthening normalization and improving the lives of citizens on both sides.
Support to Constitutional
Multi-Ethnicity
KCA is committed to preserving and strengthening Kosovo’s constitutional model of a multi-ethnic society. Through extensive grassroots engagement, research, dialogue, and advocacy, the coalition works to promote inclusion, equal rights, effective representation, and constructive intercommunity relations.
The coalition regularly engages with communities throughout Kosovo through public discussions, workshops, focus groups, surveys, and analytical research. These activities help identify emerging challenges, inform policy recommendations, and strengthen communication between communities and institutions.
In partnership with other organizations, including KIPRED, KCA has supported initiatives such as multi-ethnic outreach caravans across Kosovo’s municipalities, aimed at promoting intercommunity understanding, strengthening dialogue between citizens and local authorities, and encouraging greater civic participation.
Particular attention is devoted to northern Kosovo, where KCA works with local communities, institutions, civil society organizations, and policymakers to support stability, effective governance, and the protection of rights guaranteed under Kosovo’s constitutional and legal framework. Through policy analysis, stakeholder engagement, and direct interaction with citizens, the coalition contributes to efforts aimed at strengthening institutional representation, improving public trust, and fostering sustainable interethnic coexistence.
Across all areas of its work, KCA seeks to provide practical, evidence-based contributions that strengthen democratic governance, support European integration, and promote a stable, inclusive, and multi-ethnic Kosovo.
